The British Broadcasting Corporation (BBC) in the July 16, 2004 article "Prostitution: International Answers" stated that:

“When Sweden set about reforming its laws on prostitution, it decided to make it clear that the purchaser of sex was the villain and the prostitute the victim.

Under Swedish law there are no offences of loitering or soliciting, but paying for sex on or off the street is a crime.”
